Management meeting, Wasatch Commons Condominium Association

Tuesday, August 16, 2022, 6:00-8:00 p.m.  in person

Decision:  Halt any outside fires until the community approves a policy.

Present: Ben, Cheryl, Scott, Coleen, Kay, Vicky, Mike, Laraine, Vinny several times for a few minutes

Action Items

Management members will review HOA policy example and select some that appear to apply to our community for discussion at the next meeting.

Ben will find out what the insurance deductible for the common house is.

Ben will send out announcement that no fires are permitted until a policy is approved.

Ben will do a “policy and procedure” template for the wiki.

Ben will call UFirst to find out if person we need for signatures will be there on a Saturday.

Scott will call Roof Doctor re roof membrane project.

Scott will call someone about c.h. fireplace repair.

Scott will get three vendors for painting trim to do a walk-through and bid.

Scott will add paint vendor to preferred maintenance providers on wiki.

Scott will lead a walk around to identify peeling fascia. 

Cheryl will start identifying contractors for lifting sidewalks where they are uneven.

Cheryl will build a spreadsheet for tracking work on each unit – when roofs were done, trim painted, beams oiled, etc.

Add to project list:  Make a list of policies we need to clarify and possibly get into bylaws.  E.g., landlords giving us lease, business license, insurance, Good Landlord certificate.

Coleen will add ‘suggested discussion topic’ links to landing page, for management as well as ACM.

Water Leak in Common House

Leak from upstairs toilet, failed valve, water hitting the tank lid dripping down the side of the tank, and through the ceiling into the kitchen. 

Vinny has removed some of the drywall.  He’s thinking it will require possibly a 8’x12’ section.  Recommends removing the shelving and the ceiling drywall in the kitchen and removing the toilet upstairs, in order to assess.  In Vinny’s experience mold can start within two weeks with a forced air system.  Vinny feels competent to do the demo, but doesn’t feel his skills are up to a good finish.

The new valve works, but something is going on beneath.  Most likely the rubber gasket on the china bowl.  He suggests removing the toilet’s guts (high pressure, low flow) and replacing with normal innards.

What is our deductible? Does the common house have its own policy?

There’s a device called FLO by Moen that will show your water usage and lets you tell if there is a leak.  Might be worthwhile on the common buildings and possibly on units.

Recycling

Report by Beth.  Talking to Isaac at Momentum. 

From Ace we pay for eight trollies at $116.22 per month.  Momentum charges $17 for 1st, $14 for each subsequent one.  7 * 14 + 17 = $115.

Momentum offers a 3-cubic-yd dumpster $23 per pickup. Pickup can be on-demand, within 48 hours of call.  Would it fit the enclosure on the Utah Street?

Plastics. Momentum’s mixed recycling takes all plastics.  They have sorting that can deal with things that shouldn’t be in the recycling. 

Cardboard. Salt Lake schools will take cardboard, but would need to be taken to them.  Educate people about breaking down boxes so they don’t take up all the room.

Glass. Meagan has been paying for glass bins from Momentum, 2 for $26/month.  Should this be a community expense? Probably.  Glass bin at church by Jordan Park now makes you put bottles in one at a time instead of pouring from a garbage can.  Would Momentum let us take the glass to them without charging us?  OTOH are willing community workers better used on jobs other than taking glass?

Yard Waste. The city provides the yard bins and doesn’t charge for them.  We aren’t on city pickup, so don’t qualify for yard bins, so maybe not call the city’s attention to them.

Beth will do some more research and come back to Management.  Management feels they have authority to make the decision without a proposal to the entire community.

Fire Pit

Fire at fire pit Thursday night, log seats were set in fire.  Charred remains fill fire pit past the edges and waist high.  Mary witnessed the fire, as did a couple of neighbors.  She was out at 4 a.m. and spoke to the people there.

Scott suggests Management halt fires until Safety & Security comes up with a policy to be approved by the community.  Suggests policy includes fines for misbehavior. 

Agreed.  Ben will send out communication.

Laraine will organize a work party to clean up flammables from property.

Kay has submitted a request to have the fire pit on the next ACM agenda, Sunday the 28th.

Roof Membrane

Scott spoke to each contractor to make sure they understood the specs, and we now have bids from all three.  Lowest bid is Roof Doctor at $2100.

TPO (membrane material) is on back-order.  We can wait until it’s available or he can recommend other products with the same guarantee.

Jemza was very responsive to Coleen. OTOH, he sent three bids none of which was precisely for the specs we requested.

Sid’s decking (Susan’s former house) was removed yesterday.

Lowest cost is not the sole criteria.  The three contractors we got bids from were pre-vetted – well-recommended, good reviews, licenses, insurance, etc.  We’ve done business with Roof Doctor before and had a good experience.

Looking through bids on previous work, Scott has noticed that things weren’t specified – quality of paint, shingles, etc.  Those need to be spelled out in bids and contracts.

Bidding Process - Lessons Learned

Handing a project over in the middle to someone else tends to snarl things up.

Management members need to know what our policies are.  We need our policies recorded someplace where they are easy to review and easy for new management members to familiarize themselves with.

Management’s job is not cohousing.  It is protecting the interests of the HOA.  Its policies and procedures need to be different than the ACM’s.

Ongoing Items

Smoke and carbon monoxide detectors are missing from guest rooms.

Scott bought paint and brushes to paint first floor window and door trim.  Where wood needs to be replaced, we will have the company doing the second story do that also.

KJ lease end March 31.  Aging Services is estimating four to six months to get Myste a place.

Warrantee from Unforgettable was two years on wood, from August 2020.  Cheryl found the paperwork.
