Topics:  questions for lawyer, book keeping, online payments, reserve update. Maintenance -- Unit 22 water damage, asphalt sealing, playground, Unit 25 soffit, Unit 19 foundation

Action Items

For change-of-membership file:  Who besides banks needs to know who officially represents the community? Lawyer, accountant, insurance, who else?

Check with Better Business Bureau on asphalt contractors.

Questions for Meeting with Lawyer

Suggestions mostly from Ben plus Scott:

  • How can we enforce the requirement to notify Management when a unit is sold?
  • Can we have both a transfer fee and a reinvestment fee?  Jorge says ours is a transfer fee.  Reinvestment fee is limited to 0.5% of value -- sale price?
  • How can we enforce cleaning under decks? Condo fee includes a surcharge for having a deck.  [Question for Management to discuss: Should this surcharge be increased?]
  • Is unit owner responsible for deck railing painting?  It's an attached fixture, probably our responsibility under 2011 law.
  • Apparently CCR says participation fine cannot be more than three times the minimum wage per hour of work not performed.  3x legal minimum wage doesn't cover skilled labor.  Can we charge what work would actually cost?
  • What about unit owners who self-insure?  Can we enforce the requirement to have an HO6?
  • What recourse do we have regarding an attached shed?  It's been over five years; is there a time period when it becomes permitted?
  • Recommendations re collections?
  • What's the process & cost for a lien? Do we need to update the amount? Is there a cost to release it?
  • Is 67% approval all units or units responding or units represented at a meeting? What can we do with units that don't respond?
  • What happens when owner doesn't notify Management of damage?
  • Architectural review?
  • Are charges for pay-or-play enforceable?  Can we charge this with the association fee?

Water Damage #22

Unit 22 won't close until November.

Meaghan says she notified Hans of water damage on back wall.  Hans never notified Management.  Does Meaghan have it in writing that she notified him? 

Covered gutter on upper level was full of sediment.

Bid from Roof Doctor to redo membrane on #22.  Layers of asphalt paper over membrane aren't sealed together.  Decking on #22 is individual squares.

Maintenance Follow Ups

Asphalt Sealing.  Ben got three bids. 

Playground.  Would like more info on plans. Who will do the work? Money can't come from reserve because playground hasn't been in reserve.

Unit 25 soffit. Roof Doctor fixed soffit on Lauren's deck.  Need to cut a check.

Unit 19 Foundation.  Davenport Foundation scheduled to be here on the 14th to look at Carol's foundation. 

Finances, Follow-Up

Book-Keeping.  Linda says the book-keeping can theoretically be broken up into six roles.  Six people would be too many involved.  Six roles could be divided up different ways among two people.  Vinnie would be willing to do half the job.  He's familiar with QuickBooks.

Online Payments.  Venmo account has to be linked to a real phone number (cell).

Reserve.  Vinnie & Ben worked through the reserve, moving things around and updating costs etc.
